Does the Salary Cap increase each year?
Unless the league votes to change the Salary Cap during the January off-season, no, the salary cap will remain the same from year to year.
How does the waiver process work in the days leading up to Week 1?
There are no waivers between the August draft and Week 1 of the regular season. Managers had a chance to sign these players once already in the August draft, so they are simply free-agents now. Just add/drop on Yahoo.
